The jail states that information it is authorized to provide about a person who is currently incarcerated is limited to the inmate’s name, charge, court and bonding information. A jail booking or criminal charge is not proof of guilt or a conviction.
If the Inmate Does Not Appear
| Situation | Best next step |
|---|---|
| Arrest happened very recently | Booking may still be processing. Retry the RRJ roster and call Intake at (540) 288-5245 ext. 201 if the information is time-sensitive. |
| Name gives no result | Check the legal spelling, suffix, hyphenated surname or another name the person may legally use. |
| Arrest was in Rappahannock County | Use RSW Regional Jail rather than Rappahannock Regional Jail in Stafford. |
| Person was sentenced and transferred | Search the Virginia Department of Corrections inmate locator. State-custody information is separate from the local jail roster. |
| You need a court date or case status | Use the Virginia Court System case-information search for the appropriate locality and court. |
| Person may already have been released | Current-custody systems may stop displaying a person after release. Check the court record or contact the jail when confirmation is important. |

Charges, Bond and Release Information
For an inmate who is eligible for bond, RRJ says bonding is available seven days a week. The available method depends on the court or magistrate order.
| Bond method | How it works |
|---|---|
| Cash bond | Posted directly with the Magistrate or Court. |
| Property bond | Contact the local Magistrate for the applicable property-bond requirements. |
| Bail bondsman | The bondsman must provide the required paperwork. RRJ states that release processing does not begin until the necessary parties and paperwork are present. |
Before release, inmates are checked through VCIN/NCIC for outstanding detainers. An additional warrant or hold can therefore affect release even after a bond has otherwise been arranged.
The jail provides those dates to the inmate. For a court hearing, use Virginia’s court case-information system or contact the clerk of the court handling the case.
RRJ states that inmates completing a time-served sentence are released at approximately 8:00 a.m. on the date the sentence is completed, including when the completion date falls on a weekend or holiday.

Visiting an Inmate
Regular family and friend visits are scheduled online. RRJ currently publishes these core rules:
- Regular visits are held Monday through Friday.
- Schedule the visit approximately 24 to 72 hours in advance.
- An inmate receives one 45-minute regular visit per week.
- Visitors must be signed in about 15 minutes before the visit begins.
- New inmates are generally not eligible for visits during their first 72 hours while classification and housing placement are completed. It can sometimes take longer.
- Only two visitors are allowed per inmate, including children.
- Every visitor must be included on the reservation.
- Adults need an accepted photo ID. Minors require the identification or custody documents specified by the jail.
- There are no walk-in regular visits.
At-home video visitation
Monday-Friday: 9:00 a.m.-10:45 a.m. and 1:30 p.m.-4:15 p.m., Eastern Time.
RRJ currently publishes a price of $15 for up to 25 minutes. The jail specifically notes that prices and available times can change, so use the amount shown in the scheduling system when booking.
An inmate may receive either one at-home visit or one on-site visit per week as scheduling permits. At-home visits require an internet-enabled device with a camera, speakers and microphone, a valid email address and a payment method for paid visits.
Important visitor rules before you travel
- Check your email before leaving because court appearances, disciplinary status or facility operations can cancel a visit.
- Only people included in the confirmed reservation may participate.
- Children must remain supervised.
- Visitors and belongings may be searched.
- Do not bring food, drinks or unauthorized personal items into the visitation area.
- The jail enforces a conservative dress code, including restrictions on revealing, see-through, sleeveless and offensive clothing.
Send Money to an Inmate
RRJ provides three main ways to fund an inmate’s commissary account.
| Method | Current RRJ instructions |
|---|---|
| Send a money order or cashier’s check payable to the inmate and include the inmate ID number. Do not send cash or personal checks. Mail funds to the facility’s PO Box 548, Fredericksburg, VA 22404 address. | |
| Lobby kiosk | The lobby kiosk accepts cash and is published as available Monday-Friday, 8:00 a.m.-8:00 p.m. |
| Vestibule kiosk | The vestibule kiosk accepts cash and is published as available 24 hours a day, seven days a week. |
| Online | RRJ currently uses JailATM for online commissary deposits. A transaction fee applies. |
Confirm the inmate’s full legal name and jail ID before sending money. This reduces the risk of a deposit being delayed or credited incorrectly.
How to Send Mail
Personal inmate correspondence is no longer mailed directly to the Stafford jail building. RRJ moved personal mail to a digital scanning system. Letters, pictures and drawings are sent to the jail’s mail-processing vendor, scanned and delivered electronically to the inmate.

Phoenix, MD 21131
Include the sender’s full name and physical return address. Use the inmate’s correct legal name and identifier. RRJ warns that original letters, photos and drawings sent through this personal-mail system are destroyed after scanning.
Do not send money orders, cashier’s checks or attorney-client privileged legal mail to the Phoenix personal-mail address. Those items continue to follow the jail’s direct-mail procedures.
Books, magazines and other publications
The inmate must obtain approval before a publication is ordered. Books must be new and softback, and approved books, newspapers or magazines must be sent directly from a publisher or bookstore. Hardback books are not accepted.
Phone Calls and Tablet Communication
Telephone privileges are available to inmates in the general population. RRJ’s current published phone policy lists collect calling to Virginia landlines or cell phones at a $3 flat fee, while interstate rates are different. Because correctional communication pricing can change, verify the current charge before funding an account.
RRJ also provides tablet access for services such as messaging, books, music and other digital content. Tablet funds and commissary funds are separate; money placed on a tablet account cannot be used to order commissary.

Victim Release Notifications
If you are a victim and need release notification for a currently incarcerated inmate, RRJ directs victims to the Victim/Witness Coordinator for the jurisdiction handling the case. The coordinator submits the required notification paperwork to the jail.
Rappahannock Regional Jail vs. Virginia State Prison
A local jail roster and the Virginia Department of Corrections locator answer different questions. RRJ handles local and regional jail custody, including many recent arrests and pretrial detainees. After a qualifying state sentence and transfer, a person may instead appear in the VADOC system.
RRJ states that local sentences totaling 12 months or less are calculated by the jail, while sentences totaling more than 12 months are calculated by the Virginia Department of Corrections.
If a person was previously at RRJ but no longer appears in the current roster, checking VADOC is especially useful when you know the person was sentenced and may have transferred into state custody.
